Action plan to promote the development of automotive power battery industry

Power batteries are the heart of electric vehicles and the key to the development of the new energy vehicle industry. After more than 10 years of development, China's power battery industry has made great progress, but the current performance, quality and cost of power battery products are still difficult to meet the needs of the promotion and popularization of new energy vehicles, especially in the basic key materials, system integration technology, manufacturing equipment and technology and other aspects of the international advanced level is still a big gap. In order to accelerate the improvement of the development capacity and level of China's automotive power battery industry, and promote the healthy and sustainable development of the new energy automobile industry, this action plan is formulated.

I. General requirements

(1) Guiding ideology

Thoroughly implement the spirit of the 18th CPC National Congress and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee, firmly establish the concept of innovative, coordinated, green, open and shared development, take the supply-side structural reform as the main line, accelerate the implementation of the innovation-driven development strategy, and implement the strategic goals of new energy vehicle development in accordance with the overall deployment of "Made in China 2025". Give play to the main role of enterprises, increase policy support, improve the collaborative innovation system, break through key core technologies, and accelerate the formation of an internationally competitive power battery industry system.

(2) Basic principles

Innovation-driven. Guided by the market and with enterprises as the main body, we will strengthen the development of a collaborative innovation system for industry, university, research and application, accelerate breakthroughs in key core technologies, and significantly improve product safety and quality.

Adhere to industrial coordination. Strengthen the guidance of policies and measures, give full play to the role of industry organizations and industrial alliances, promote the close linkage between power batteries and industries such as materials, parts, equipment, and vehicles, and promote the coordinated development of the whole industrial chain.

We will pursue green development. Advocate the concept of the whole life cycle, improve the policy and regulatory system, vigorously promote ecological design, promote the construction of cascade utilization and recycling systems, and achieve low-carbon, circular and intensive development.

Adhere to openness and cooperation. Make full use of global resources and markets, innovate ideas and models, constantly upgrade the level and level of cooperation, actively participate in the formulation of international standards and technical regulations, and constantly improve international competitiveness.

Second, development direction and main objectives

(1) Development direction

Continue to improve the performance, quality and safety of existing products, further reduce costs, and ensure the supply of high-quality power batteries by 2018; Vigorously promote the development and industrialization of new lithium-ion power batteries, and achieve large-scale application in 2020; Focus on strengthening the basic research of new system power batteries, and achieve technological change and development testing by 2025.

(2) Main objectives

1. Product performance is greatly improved. By 2020, the specific energy of the new lithium-ion power battery will exceed 300 watt-hours/kg; The specific energy of the system strives to reach 260 watt-hours/kg, the cost is reduced to less than 1 yuan/watt-hour, the use environment is up to -30℃ to 55℃, and it can have 3C charging capacity. By 2025, the new system power battery technology has made breakthroughs, and the specific energy of a single unit can reach 500 watt-hours/kg.

2. Product safety to meet the needs of large-scale use. New materials have been widely used, the level of intelligent manufacturing and consistency control has been significantly improved, product design and system integration meet functional safety requirements, and achieve safe production and use of the whole life cycle.

3. Reasonable and orderly development of industrial scale. By 2020, the total production capacity of the power battery industry will exceed 100 billion watt-hours, forming a leading enterprise with international competitiveness with a production and sales scale of more than 40 billion watt-hours.

4. Major breakthroughs in key materials and components. By 2020, key materials and components such as positive and negative electrodes, membranes, and electrolytes will reach the international first-class level, the upstream industry chain will achieve balanced and coordinated development, and an innovative backbone enterprise with core competitiveness will be formed.

5. High-end equipment to support industrial development. By 2020, equipment such as research and development, manufacturing, testing and verification, and recycling of power batteries will achieve automated and intelligent development, production efficiency and quality control level will be significantly improved, and manufacturing costs will be significantly reduced.

3. Key tasks

(1) Building a power battery innovation center

Promote large, small and medium-sized enterprises, universities, and scientific research institutes to build a collaborative, open and shared power battery innovation platform, and guide and support superior resources to form an innovation center for market-oriented operation. Accelerate the construction of internationally advanced R & D design, pilot development, testing and verification and industry service capabilities, and carry out research on key common technologies, basic technologies and forward-looking technologies such as key materials for power batteries, single batteries, and battery systems, as well as intellectual property layout and reserve research. To provide the industry with technical development, standards development, personnel training and international exchanges and other aspects of support. (2) Implementation of power battery upgrading projects

Through the national science and technology plan (special, fund) and other overall support for power battery research and development, to achieve 2020 single specific energy of more than 300 watt-hours/kg, constantly improve product performance, accelerate the realization of high-level product loading applications. Power battery leading enterprises are encouraged to cooperate with upstream and downstream superior resources, concentrate on breaking through materials and components, battery monomer and system key technologies, greatly improve the performance and safety of power battery products, and strive to achieve the industrialization and vehicle application of new lithium-ion products with 350 watt-hours/kg of monomer and 260 watt-hours/kg of system. (3) Strengthen research on new system power batteries

Through the national key research and development Plan, the National Natural Science Foundation, etc., encourage universities, research institutions, key enterprises, etc., to jointly carry out the research and innovation of new system power battery products, and actively promote the research and engineering development of new system batteries such as lithium sulfur batteries, metal air batteries, and solid state batteries. In 2020, the specific energy of a single battery will reach 400 watt-hours/kg or more, and in 2025, it will reach 500 watt-hours/kg. 4. Promoting coordinated development across the industrial chain

Relying on major technological transformation and upgrading projects, major project packages to enhance the core competitiveness of the manufacturing industry, increase support for breakthroughs in bottleneck constraints and industrialization of key core technologies, accelerate the cultivation of a number of advantageous enterprises in the fields of positive and negative electrodes, membranes, electrolytes, and battery management systems, and promote the coordinated development of power batteries and materials, parts, equipment, and vehicles. We will promote the construction of an industrial chain system that is independent, controllable, coordinated, efficient, and adaptable to development goals. Support the research and development of high-performance supercapacitor system, and further increase the industrial application. 5. Improving product quality and safety

In combination with technological progress and industrial development, adjust and improve the standard conditions of the power battery industry, new energy vehicle manufacturers and product access management rules and other management measures, strengthen product quality and safety supervision and inspection, promote power battery manufacturers to strengthen technology and management innovation, improve product production norms and quality assurance systems, and ensure product safety. 6. Accelerating the development and improvement of the standards system

Promulgation, implementation and continuous improvement of new energy vehicle standardization roadmap. Strengthen the power battery product performance, life, safety, reliability and intelligent manufacturing, recycling and other standards revision work; Develop and implement power battery specifications and dimensions, product coding rules and other standards. We will do a good job in implementing national standards and encourage enterprises to establish an enterprise standard system that is higher than the requirements of national standards. Support industry organizations and enterprises to actively participate in the formulation of international standards and technical regulations, and constantly improve the voice in the field of international standards and technical regulations. 7. Strengthening capacity building for testing, analysis and evaluation

Through the Made in China 2025 special fund, the national science and technology plan, etc., to support the construction of power battery testing and analysis capacity. Strengthen the research on testing technology and evaluation methods, accelerate the development of industry-wide testing and evaluation procedures, and improve the evaluation system that combines enterprise independent testing, public service testing and national certification testing. Encourage research institutions, testing and certification bodies, and power battery, new energy vehicle manufacturers to strengthen product testing and verification and other related data accumulation, for product development, standard revision, product consistency control to lay a solid foundation. 8. Establishing and improving a safety supervision system

Implementation of power battery production, use, scrap and other whole process supervision, encourage industry organizations, professional institutions to establish product information service platforms. Improve the construction of the safety supervision system for new energy vehicles, new energy vehicle manufacturers should monitor and manage the operation and safety status of key systems such as vehicles and power batteries sold, establish a product safety early warning system and a regular investigation mechanism for safety hazards, and strengthen safety accident prevention. 9. Accelerating R&D and industrialization of key equipment

Through major short-board equipment upgrading projects, promote the industrialization of complete sets of intelligent manufacturing equipment, encourage power battery manufacturers and equipment manufacturers to join forces, explore the construction of a cooperation model of capital and risk sharing, strengthen the collaborative research of key links of manufacturing equipment, and promote the industrialization of digital manufacturing equipment. Improve the stability, reliability and intelligence level of equipment accuracy, and effectively meet the needs of power battery manufacturing and resource recycling. Fourth, safeguard measures

1. Increasing policy support

Give play to the guiding role of government investment on social capital, encourage the use of social capital to set up power battery industry development funds, and increase support for power battery industrialization technology. Support core technology research and development through national science and technology plans (special projects, funds); Through the use of industrial transformation and upgrading, technological transformation, high-tech industry development special, intelligent manufacturing special, advanced manufacturing industry investment fund and other funding channels, in the frontier basic research, battery products and key parts, manufacturing equipment, recycling and other fields, focus on supporting leading enterprises. Power battery products that meet the conditions are exempt from consumption tax according to regulations; Power battery enterprises that meet the conditions shall enjoy preferential tax policies such as high-tech enterprises, technology transfer, and technology development in accordance with regulations. 2. Improving the environment for industrial development
